When you scanned the map, it means you convert
it into digital form and that becomes digital data
since the map provides ready-to-use informations.
On thepaper map it says
"Reproduction in any form or by any means for
COMMERCIAL PURPOSES is prohibited without
written approval from NAMRIA."
Same "digital" that's mentioned in the quote
applies to the scanned analog map.
